| The above property in the 800 block of Main Street in Titusville reflects what Ray considers a State Sponsored Land Scam run every year in the month of May.
AND, is typical of how things are done with many many parcels of land each and every year, year in and year out, over and over and over again. This parcel illustrates ONLY ONE of the MANY. The above property is .03 acres. Exact measurements were not checked but, based on known square footage, best estimates are that it is about 90 feet deep by 14 feet wide. For year 2006, the .03 acres is assessed at $88,000.00 per acre or what equates to an assessment of $2,640.00 with a tax bill of $51.92. As shown below the Property Taxes have not been paid since 1999 which is the only years shown, probably due to the 7 year limitations on tax certificates. However, as shown a Tax Certificate is sold each year to the uninformed. |

| Ray would like it explained, what a person might do with this 14 X 90 foot strip of vacant land and explain the "According to Value" assessment.
How about according to state statute, tell Ray what was the "Highest and Best Use" considered while this property was being assessed. While at it, please provide the comparable sales used. Ray believes properties such as this should, after 3 years of non tax payment, be given to the adjoining land owners which would be added to their tax base or tell the truth and place a zero value on the property and indicate on the records the true case of such properties to prevent land scammers from taking advantage of people. We need to consider the hardship placed on decent Florida Citizens when parcels such as this are sold by tax deed and the new owner attempts to take advantage of the adjoining property owners. Florida Citizens living in multi type dwellings have had their swimming pool and recreational building sold by the state to others only because they were not aware such a situation existed and that the property taxes were not being paid. Brevard County auctions off approximately 9,000 Tax Certificates each year and based on still having 68 worthless Tax Certificates out the 171 Ray purchased in 1993, it gives an indication that over 1/3 or approximately 3000 of the Tax Certificates Brevard County auctions off each and every year are on unusable and worthless properties.
